Startup Rule: Begin with one real pressure point, one accountable owner, and only 3-5 tools initially.
Corrective Closure: OPEN -> ASSIGNED -> CORRECTION IN PROGRESS -> CORRECTED -> VERIFIED CLOSED. A problem is not closed because someone said it was handled. It is closed when the correction has been verified.
